Flash's local-with-filesystem sandbox is meant to stop local SWFs talking to the network, but it enforces this with a protocol handler blacklist. A file:// UNC path already reaches hosts on the local network, and getURL with the unblacklisted mhtml: handler reaches the internet over ports 80 and 443, failing silently on 404 so the victim sees nothing.
