ASP.NET resource files (.RESX) and deserialisation issues

ASP.NET resource files embed serialized objects that System.Resources deserializes with BinaryFormatter, SoapFormatter or TypeConverters without restricting the type, so a supplied .resx or .resources file yields code execution. The same file references can point at UNC paths for file enumeration and SMB hash theft, and uploading one into App_LocalResources on IIS turns a file upload into RCE.
