Teaching Burp a new HTTP transport encoding

Maps Burp's proxy and HTTP listener ordering and implements separate early-decoder and late-encoder extensions. The arrangement lets Scanner, Repeater, Intruder, and other extensions operate on cleartext while preserving custom compression or encryption on traffic sent to clients and servers.
